Yes you can but it is recommended that you change to a darker shade due to the coverage but if you wanted to change lighter than the original colour then please just be aware that it may take more coats to cover, how many more coats depends on the original colour and the colour you wish to change to.

Yes, the colour is permanent and will not come off as long as all steps are followed and colour is sealed in with leather finish (sealant) once colour has dried.
Quite often it is the finish/coating on the leather that is peeling not the actual leather if this is the case then you need to remove the peeling finish with leather prep until completely removed then re-apply colour and finish.
Leather should not be cleaned with soap and water as this tends to dry and shrink the leather. It is always best to use purpose built leather cleaning products.
Yes, conditioners are very important for maintaining leather. Constant creasing and twisting of the leather finish (e.g. after a few months’ use and beyond), will cause micro cracks to form in the finish and a good conditioner will penetrate these and stop them turning into visible creases/cracks.
